What the deepening relationship between Russia and China means for the U.S. and Europe

The relationship between China and Russia has been growing steadily in recent years. Will China and Russia form an alliance against the United States? Both policymakers and scholars are fascinated by the close military coordination and huge energy deal between the two nations.

This report proposes a threat-interest model to study the China-Russian strategic partnership in the context of US hegemony and identify under what conditions this partnership might change towards a formal alliance. By systematically examining the evolution of the China-Russian relationship after the Cold War, this report maps out how the common security threat has pushed China and Russia to move closer.

The future of Chinese-Russian relations depends largely on what the United States will do. The deepening economic and security cooperation between the two nations will not only beef up their military capabilities, but also create a military platform for alliance formation. It is time for the United States and European countries to consider how to reset their relations with China and Russia before it is too late.
